Heating and cooling under the EU Taxonomy
Heat decarbonisation runs through three Taxonomy activities: district heating and cooling (qualifying as “efficient” systems under the Energy Efficiency Directive definition), heat pump installation and operation (qualifying via refrigerant and efficiency requirements), and solar thermal heat. The criteria are practical and the evidence is equipment- and system-level data, making these fast, high-volume assessments.
Why this activity matters
Heating is roughly half of Europe’s final energy consumption and its decarbonisation has moved to the centre of policy, from the heat pump ramp-up to district heating expansion and waste-heat recovery. The Taxonomy’s treatment is enabling in spirit: efficient district energy qualifies as network infrastructure, heat pumps qualify subject to refrigerant global warming potential limits and efficiency standards, and solar thermal qualifies by nature.
The commercial cases are diverse: utilities financing network expansion, ESCOs and installers classifying heat pump programmes, real estate owners upgrading building systems (which also connects to the building renovation criteria), and manufacturers under the low-carbon technology activities. District heating carries the pointed condition: the system must meet the efficient district heating definition, which drives questions about the generation mix feeding the network.
What alignment requires
Three routes, all evidence-light by Taxonomy standards. In summary:

The signature item for heat pumps: refrigerant GWP documentation and leak-tightness under the F-gas regime.
For ground- and water-source systems: abstraction and reinjection permits, thermal impact on aquifers.
Equipment end-of-life and refrigerant recovery arrangements.
Network CRVA for district systems; light-touch for individual installations.
