Why this activity matters
Barge transport is among the lowest-carbon freight modes per tonne-kilometre, and EU policy aims to shift substantial road freight onto water. The Taxonomy supports both sides of that: vessel criteria for passenger (6.8) and freight (6.9) inland fleets, and an infrastructure activity (6.16) covering works that enable low-carbon shipping, shore power installations, charging and hydrogen bunkering, and infrastructure for zero-emission port operations. The freight exclusion familiar from rail and sea applies: dedicated fossil-fuel transport does not qualify.
For port authorities and infrastructure funds, 6.16 turns electrification programmes into classifiable green CapEx; for barge operators and lessors, the vessel criteria work like their maritime cousins, with build dates and thresholds determining the route. Shore power deserves emphasis: it is the clearest, most financeable aligned investment in the port landscape and features in most green port frameworks.
