Rail transport under the EU Taxonomy
Rail is the Taxonomy’s favoured transport mode, and its criteria are correspondingly clean: zero direct emission trains (electric, battery, hydrogen) qualify outright, bimode stock qualifies under defined conditions, and rail infrastructure qualifies as electrified or enabling zero-emission operation. For operators, lessors and infrastructure investors, evidence is standard fleet and asset data.
Why this activity matters
Modal shift to rail is core EU transport policy, and rail already runs largely on electricity, which the criteria reflect: passenger and freight operations qualify with zero direct tailpipe emissions, with bimode trains accommodated where they operate substantially in zero-emission mode. Freight carries one pointed exclusion: trains dedicated to transporting fossil fuels do not qualify.
Infrastructure has its own activity: electrified rail infrastructure (and infrastructure that will be electrified or serves zero-emission operation) qualifies, covering track, electrification, stations and control systems. Commercially this supports rolling stock financing and leasing, rail freight green frameworks, and the substantial infrastructure programmes underway across Europe.
What alignment requires
Fleet criteria plus an infrastructure activity. In summary:
| Area | What is required (summarised) |
|---|---|
| Trains (6.1-6.3) | Zero direct CO2 emission trains qualify outright; bimode trains qualify where operating with zero emissions on electrified track under the defined conditions. |
| Freight condition | Freight operations qualify subject to the fossil-fuel exclusion: rolling stock and services dedicated to fossil fuel transport are excluded. |
| Infrastructure (6.14) | Electrified rail infrastructure, infrastructure with committed electrification, and infrastructure enabling zero-emission operation qualify, including stations and control systems. |
Summarised for orientation; the assessment itself applies the full criteria text of the Delegated Acts as amended.
Where DNSH scrutiny falls
Rolling stock noise standards and brake particulate considerations; for infrastructure, construction-phase controls.
Route-level screening for new infrastructure; habitat fragmentation and protected-area crossings.
Rolling stock end-of-life and refurbishment; track material recycling for infrastructure works.
Network and depot CRVA: heat (rail buckling), flooding and earthworks stability are the standard items.
Documentation that typically supports the assessment
- Fleet schedule: traction types, zero-emission operation shares for bimodes
- Freight cargo profile confirming the fossil-transport exclusion
- Infrastructure electrification status or committed programme
- Noise/TSI conformity documentation for rolling stock
- EIA / screening for new infrastructure; network climate resilience assessment
How Censatim assesses it
Rail assessments split naturally into fleet and infrastructure. For fleets our questioning fixes traction types and, for bimodes, the zero-emission operating share; for freight it confirms the cargo exclusion; for infrastructure, electrification status. The evidence is data the sector already holds, making rail among the fastest transport assessments.
Censatim is an expert-built EU Taxonomy assessment tool: describe the asset or activity in plain language, upload supporting documents, and answer a short set of targeted questions. The result is a criterion-by-criterion view with an In-line / Partial / Not aligned / Undetermined rating and a confidence level for each dimension. See the full methodology.
